This journal article is lifted from the writer’s dissertation entitled “Regional Autonomy and Obstacles in Their Implementation in The South and Southeast Sulawesi, 1950-1959”. One of the chapters in the dissertation was about the political culture. That chapter was adapted in this paper with the title; Mencandra To Manurung as a foundress of political culture in Southeast Sulawesi and South Sulawesi. The issue in this article is why To Manurung as Foundress of society Cultural politics of Southeast Sulawesi and South Sulawesi. The goal is to analyze why To Manurung became the Foundress political culture Community in Southeast Sulawesi and South Sulawesi. The research method used is descriptive qualitatif strukturis type. Data collection through the study of documentation and interviews. The analysis of the data used are: (1) reduction of data, data presentation (10, (3) a false assertion and perivikasi data. The research result are: (1) political Ethics ' Sulapa Eppa ' who bequeathed the character and style of leadership: honest, defender of truth, justice enforcement, courageous in upholding truth, justice and the well-being of society at large; (2) major blood ' Takku ' white blood makes a person appear as giver of goodness, peace, harmony and prosperity with high integrity who bequeathed the behavior of giving without taking. It means taking something as a konsekuaensi term, instead of the jabatnnya exploit to get something from the State and society. Keywords: To Manurung, politic culture, social structure

Based on description above, the formulation of problem in this research is how the use and function of Binte language on teenager in Wamponiki District Katobu Village, Muna Regency. The research aims are to know and describe the use and function of Binte language on teenagers in Wamponiki District Katobu Village, Muna Regency. The results show that Binte language is something which can not be liberated by teenagers in P & K street because Binte language is the unity language of them and also the language become a trend in Raha city. Based on the function of Binte language which is used by teenagers in P & K street (Tagorez Gank), Binte language is something to tell about the happiness, ennoyed, sadness, and etc. It has functions to make contact with another people and as a thing to express togetherness over the user. This study aims to determine and to describe how the processes and functions of marriage among men and women in institution of Wahdah Islamiyah Kendari. Data collected through observation, in-depth interviews, and data analysis. The results showed that marriage performed by Wahdah Islamiyah Kendari based on Sayriat Islam. There are several stages or wedding process conducted by Wahdah Islamiyah, first, the man who wants to get married reports to his supervisor, then his supervisor conveys to the LP2KS. Then, the LP2KS will hold ta'ruf or proposal for desired women as an introductory phase that had previously been done coaching. The next step is nadzar, as a stage to know more detail as being allowed to see the prospective partner. Next, there is an agreement of both parties to proceed to the next level. The man who is accompanied by LP2KS will come to the woman’s house to propose. In this proposal will result an agreement of both parties to prepare for marriage. The series of wedding ceremony are offer and acceptance (ijab qabul) marriage sermon delivery, wedding announcements, wedding advice, and the last is wedding party (walimah). This study was taken place in Muna, Southeast Sulawesi, which is famous for its teak forests. Ethnographic method is used to assess the reality of life associated with forest destruction. There appeared to recriminations between the government and the society about the actors of forest destruction. Starting from forest management policies that are not obvious by the government, deforestation happened, people started to cut trees without replanting. Since it is considered as vacant land, people claim it as customary land for the benefit of their lives. Keywords: teak forest, forest management, deforestation, policies

The objective of this research is to analyze about Verbs Affixation of Kutainese Language. Affixation on the verb is analyzed based on the procces. The data obtained through verbal and artificial data. The data in the form of a written language and folklate were also used as supporting data. The method used in this research was descriptive qualitative method. The data was described by emphasise on data qualities (characteristics of the natural data) in accordance with understanding and naturalness descriptive data obstained in the field. The finding showed that in Kutainese language all types of affixs may establish verbs, except the suffix {-an}. Affixation of Kutainese language can be distiguished on the prefix, sufix, infix, confix, simulfix (affix cambination). Key words: verbs, affixation, Kutainese language

The objective of this research are to analyze the organizational culture and employee work behavior in Regional Secretariat of Kendari City and to analyze the influence of organizational culture toward employee performance in Regional Secretariat of Kendari City. The population in this research were all the civil servants in Regional Secretariat of Kendari City amounts 249 people. The sample was taken by random sampling that set of 30% or 88 people, whereas the informant of this research were the regional secretary and head of division. The result of this research showed that organizational culture in Regional Secretariat of Kendari City that was measured by indicator such as organizational direction, integration, leadership support, tolerance to criticism/suggestion and control which has been in the category of good culture/high. Similarly, employee work behavior was measured through indicators: enthusiasm and work fervor, work power initiative, work involvement, and the commitment toward organization already indicated a good work behavior. The organizational culture in Regional Secretariat of Kendari City has positive and significant influence toward employee work behavior, in this case, if Regional Secretariat of Kendari City will increase the employee work behavior, one of the factors that pay attention is increase the organizational culture. In order to increase the organizational culture and work behavior become better, then Regional Secretariat of Kendari City needs to socialize about vision and mission of organization and gives explanation about the organizational goals, creating a working system that can facilitate the implementation of the work, besides that it should open up in terms of receiving suggestions and criticisms submitted by employees. This study aimed to determine and describe the process and meaning of horse fight in Muna Society Labasa Rural, District of South Tongkuno Muna. Data collected through observation and interviews. The results indicated that horse fight was a Muna cultural richness. This tradition was still been held and would be continued as inherited to the next generation. Horse fight took place with some stages, they were: (1) conducting meetings, (2) preparation of the handler and the horse, herding horses into the arena, (3) fight for horses, and (4) the end of horse fight. As for the meaning contained in horse fight was that self-esteem should be maintained, taught the faithful nature, taught us about how to beat the opponent, taught us to always be vigilant, and unite the Muna society. Due to Van Valin (2001: 329), there are three theories of currently linguistics functional, (a) Functional Grammar that influenced by Simon Dik, (b) Systemic Functional Grammar that influenced by M.A.K Halliday, and (c) Role and Reference Grammar that influenced by William Foley, Robert D. Van Valin, Jr. and Randi J. LaPolla. In this article aimed to explain the Functional Grammar used in communication, its approaches, the principles of methodologies, and the organization of functional grammar. This research aimed to identify and describe the changes of mutual assistance system to the wage system of farming society in the Alosika village. Data were collected by observation techniques involved participant observation and in-depth interviews. Data were analyzed by descriptive qualitative. Data analysis was intended to simplify the data obtained in order to be read and understood by the younger. The results showed that the change from mutual aid system to the wage system of the farmer society in Alosika village was socio-cultural changes that came from government programs. The entry of the transmigration program in the village had caused the change of local societies chosen from the rice farm fields with a form of agriculture as a group, switch to traditional rice farming. Likewise with the ground, beside as means of production, it was also as assets and investation tools for farmers in the Alosika village. The mindset of rice farmers in the Alosika village that promote effectiveness and efficiency in order to achieve maximization of profit, had led farmers in the village to be more creative in developing their agricultural systems. Farmers then know the wage system which was then applied to the agricultural system as a substitute for mutual assistance system that was considered had harmed the farmers. The need for money had a very large role of agricultural system and socio cultural changing order in the Alosika village among farmers, because farmers had to think about the gains and losses in agricultural fields.
